Commissioning Readiness Checklist
**Purpose:** This checklist is designed to help Owners, EPCs, and Project Teams quickly assess whether a facility, system, or plant is truly ready to enter commissioning and start-up with minimal risk, delays, or rework. It is suitable for oil & gas, mining, power, water, and heavy industrial projects.
1. Project Governance & Planning
* ☐ Commissioning philosophy approved and aligned with overall project execution plan
* ☐ Commissioning scope clearly defined (systems, subsystems, boundaries)
* ☐ Roles & responsibilities defined (Owner, EPC, Commissioning Authority, Operations)
* ☐ Commissioning schedule integrated into the master project schedule
* ☐ Change management process in place for late design or construction changes
2. Design & Engineering Readiness
* ☐ IFC (Issued for Construction) drawings approved and issued for all systems
* ☐ Design deviations, concessions, and waivers formally approved
* ☐ Hazard studies completed (HAZID / HAZOP / LOPA as applicable)
* ☐ Cause & Effect diagrams finalized and approved
* ☐ Operating philosophies and control narratives completed
3. Mechanical Completion (MC)
